"Youth participation, while broadly supported, means different things to different people. When pressed, those who support and promote youth participation are in fact talking about several different things. There is in fact a spectrum of participation ranging from informing, to consulting, to involving, to collaborating and finally to empowering people1 . Many people who support the participation of young people in decision-making, including young people themselves, as well as politicians, policy makers and public officials, may all be at different places on that spectrum.
