Manual on the Revised European Charter on the Participation of Young People in Local and Regional Life
The Congress of Local and Regional Authorities of the Council of Europe, as a main institutional pillar of the Council of Europe, is deeply committed to fostering greater participation of young people in the democratic structures and processes of our societies, particularly at the grass-roots level at which the representatives of the Congress undertake so much of their work. If a culture of participation is to be developed amongst the young people of Europe today, it is precisely at the local level that such a culture can most effectively take root. The Congress is currently engaged in work on overcoming the problems faced by young people in disadvantaged urban neighbourhoods; whilst solutions to such problems will require local authority commitment in implementing the necessary administrative and financial decisions, the active involvement, including in the decision-making processes, of the young people who live in such neighbourhoods, will be crucial to the success of new policies in this field.
